McElwee has served as the Director of Technical Assistance, for the IL-NET National Training and Technical Assistance Center for the University of Montana, Rural Institute for Inclusive Communities and provided TA through ILRU since 2012. Paula began in IL in 1979 as director of Link, Inc., based in Hays, Kansas, one of the first ten states funded through the Rehabilitation Act. LINK was one of the early founders of APRIL. She worked in the disability field in Kansas for 25 years, then based in Fresno, California after 2000. She has served on SILCs, a CIL board, and as interim ED at four CA CILs before beginning in the national TA role in 2012. McElwee is a proud member of the disabilitly community, with a chronic pain disability and a neurological condition.
