Regina Blye
Regina D. Blye, MPAff, is the Chief Program and Policy Officer at the Christopher & Dana Reeve Foundation, where she has overseen the operations, strategy, and implementation of the National Paralysis Resource Center (NPRC) since 2022 and serves as Project Officer for the Foundation’s cooperative agreement with the Administration for Community Living (ACL). In this role, Ms. Blye plans, directs, and manages national programs designed to improve the quality of life and independence for individuals living with paralysis, their families, and caregivers. She leads program development, administration, and delivery; oversees multidisciplinary teams and consulting partners; tracks outcomes and performance metrics; and ensures high-level reporting and accountability. She works closely with the President and CEO, the Leadership Team, and the Board of Directors to advance the Foundation’s strategic priorities and the care side of its mission, while maintaining strong relationships with federal agencies and key stakeholders across the disability field. Ms. Blye brings over two decades of disability policy, advocacy, and systems leadership experience to the Reeve Foundation. Prior to joining Reeve, she served for five years at the Administration for Community Living, where she led the Independent Living Services program, monitored compliance with the Rehabilitation Act, and provided oversight and technical assistance to 155 federal grantees nationwide. Earlier in her career, she was Executive Director of the Texas State Independent Living Council, where she grew a one-person operation into a statewide organization with 17 staff, 30 volunteers, and a $2 million budget, significantly expanding independent living initiatives across Texas. Her leadership and impact have been recognized at the national level, including her appointment by President Barack Obama to the U.S. Access Board in 2011. Ms. Blye holds a Master of Public Affairs degree and is widely respected for translating policy into practice through collaboration, data-informed decision-making, and cross-sector partnerships.
